The Website uses a dynamic mapping interface to allow the User to access data in a variety of report formats. Counter data includes multi-day volume, daily volume, weekly volume, average week, monthly volume, monthly summary, and hourly direction

The download link goes to the website nratrafficdata.ie, which just redirects to: https://trafficdata.tii.ie/publicmultinodemap.asp When I click the "Open Data Portal" section on that website, it just points back to the list of all TII datasets on this website (data.gov.ie). (Which is how I got here in the first place!).
